On the way home the boys descussed / were discussing the film they had seen. - Past Continuous потому что  ключевые слова - по дороге домой....(длительность действия)

When did you buy / were you buying this DVD? - с вопросительным словом when - когда -всегда Past Simple

The day was wonderful. The birds sang / were singing and the mood was great. - Past Continuous, потому что второе предложение раскрывает смысл первого: почему именно день был прекрасен?

What did you do / were you doing at 9 yesterday? - Past Continuous, потому что указано конкретное время в прошлом

When he came / was coming to the cinema the film was over. - обычное действие в Past Simple - действие в главном предложении закончилось раньше, чем в придаточном

Brian and Jill were finding / found their seats just as the light went / was going down for the start of the film - в первой части предложения действие длилось (они искали места). во второй части однократность действия - свет погас

They released / were releasing that film in 1999 - Past Simple, потому что указан год в прошлом
